Once inside The Depths, head over to the Merchant and walk around to the right until you come across the blue Abyssal Relic Altar. Place an Abyssal Enchant Relic on the Altar, and then move over to the nearby waterfall to find the red Hexed Relic Altar. Place a Hexed Enchant Relic on the Altar.

This will reveal a gate for you to go through – though you will need an Albino Depths Key. Swim through the maze until you reach (1701, -902, 1446.2), and then resurface to find a platform with the Rod of the Depths on it. It costs 750,000C$.
